          濟(jì)南不僅僅是濟(jì)南。她的優(yōu)勢(shì)在厚積薄發(fā)、具有深遠(yuǎn)的發(fā)展?jié)摿?她帶動(dòng)的是一個(gè)都市圈。   今年1月5日,設(shè)計(jì)高度達(dá)260米的“綠地 普利中心”在濟(jì)南市中區(qū)普利門(mén)工地舉行奠基儀式。“綠地•普利中心”總投資近20億元,項(xiàng)目主樓規(guī)劃建筑高度達(dá)260米,將成為泉城第一地標(biāo)式建筑。
          在市中心矗立起這么一座超高層建筑,這在以前是不可想象的。這意味著省城濟(jì)南規(guī)劃建設(shè)理念的轉(zhuǎn)變。濟(jì)南拓展城市發(fā)展空間、強(qiáng)力推進(jìn)城市“擴(kuò)容、 長(zhǎng)高” 戰(zhàn)略進(jìn)入具體實(shí)施階段。
          濟(jì)南作為一個(gè)GDP位居全國(guó)第二的大省的省會(huì),其發(fā)展?jié)摿Ρ患挠韬裢!?十一五” 末,濟(jì)南市的中心城人口將升至 340萬(wàn)人左右,中心城城區(qū)建成面積將達(dá)到 330平方公里左右。如此之大的城市規(guī)模,加之山東第一大都市圈核心的資源匯聚能力,濟(jì)南的城市價(jià)值上升空間不可限量。
          十一運(yùn)期間,濟(jì)南進(jìn)行了轟轟烈烈的城市建設(shè)運(yùn)動(dòng)。十一運(yùn)之后,濟(jì)南的城市建設(shè)發(fā)展走向成為社會(huì)各界關(guān)注的焦點(diǎn)。
          1月8日,濟(jì)南市委、市政府下發(fā)了關(guān)于大力推進(jìn)新型城鎮(zhèn)化建設(shè)的實(shí)施意見(jiàn)。根據(jù)該意見(jiàn),濟(jì)南市將啟動(dòng)100項(xiàng)城市建設(shè)工程,并啟動(dòng)100項(xiàng)綜合整治工程,鼓勵(lì)城市“長(zhǎng)高”。原則上不再規(guī)劃審批6層以下建筑,同時(shí)全面啟動(dòng)二環(huán)以內(nèi)6層以下簡(jiǎn)易樓房的改造。
          推進(jìn)城市“長(zhǎng)高”,就是要精心組織實(shí)施老城區(qū)改造提升。通過(guò)轉(zhuǎn)變規(guī)劃理念釋放城市發(fā)展?jié)撃?通過(guò)加快老城改造促進(jìn)城市形象轉(zhuǎn)變。在老城提升規(guī)劃中,濟(jì)南市將改變城市建設(shè)平面擴(kuò)張的舊模式,把向空間要發(fā)展、要效益作為主攻方向。
          除了“長(zhǎng)高”,就是“拉長(zhǎng)”。
          在新區(qū)發(fā)展規(guī)劃中,濟(jì)南市將著力破解城市發(fā)展、經(jīng)濟(jì)發(fā)展受空間制約的難題,強(qiáng)力推進(jìn)120平方公里西部新城、210平方公里東部新區(qū)、120平方公里小清河兩岸地區(qū)的規(guī)劃建設(shè),爭(zhēng)取到2020年中心城形成600平方公里、500萬(wàn)人口的規(guī)模,使省會(huì)的綜合服務(wù)功能和輻射帶動(dòng)能力顯著增強(qiáng)。
          再來(lái)看周邊。未來(lái)幾年,城際軌道交通將把濟(jì)南與淄博、泰安、萊蕪、德州、聊城、濱州、東營(yíng)7市“圈”成一個(gè)城市,實(shí)現(xiàn)半小時(shí)直達(dá)。
          依據(jù)省政府《濟(jì)南都市圈城際軌道交通規(guī)劃》,濟(jì)南都市圈將著力構(gòu)建濟(jì)南向周邊輻射的城際軌道交通主骨架,形成以濟(jì)南為中心、連接周邊各市、覆蓋主要縣市的1183公里放射狀城際交通網(wǎng)絡(luò)。屆時(shí),不僅區(qū)域內(nèi)3462萬(wàn)居民出行實(shí)現(xiàn)與其他交通方式的“零換乘”,而且省會(huì)濟(jì)南至周邊主要城市也只需半小時(shí)、區(qū)域各城市間直達(dá)僅需1 小時(shí)!鞍胄r(shí)交通圈”將改變“工作圈” 與“生活圈” ,濟(jì)南都市圈居民將由此變成真正的“同城人”。
          隨著城市化進(jìn)程加快,城市圈內(nèi)公眾出行的密度和強(qiáng)度將進(jìn)一步提升。按照城際軌道交通可承擔(dān)區(qū)域總客運(yùn)量40% 以上的一般規(guī)律測(cè)算,2030年,濟(jì)南都市圈內(nèi)部將有 4.5億人次乘城際軌道交通出行,具有適度超前構(gòu)建城際軌道交通走廊的巨大發(fā)展需求。
          區(qū)域經(jīng)濟(jì)的帶動(dòng)與提升影響不僅限于濟(jì)南,規(guī)劃中的四大出口通道將濟(jì)南都市圈融入中國(guó)格局更為宏闊的工業(yè)化和城市化生產(chǎn)力布局中。
          向東,濟(jì)南都市圈城鐵則通過(guò)膠濟(jì)客運(yùn)專(zhuān)線連接山東生產(chǎn)力最為發(fā)達(dá)的膠東半島城市群。目前,膠濟(jì)客運(yùn)專(zhuān)線開(kāi)行的濟(jì)青間動(dòng)車(chē)組直達(dá)時(shí)間已縮短至2小時(shí)。
          不僅如此,山東還規(guī)劃建設(shè)濟(jì)南經(jīng)泰安、濟(jì)寧、菏澤至河南蘭考,接徐州至鄭州的客運(yùn)專(zhuān)線,打通濟(jì)南至鄭州城際鐵路,連接中原城市群。
          而京滬高鐵將濟(jì)南推向一個(gè)更為廣闊的都市圈中。通過(guò)京滬高鐵,濟(jì)南都市圈城鐵可向北連接京津冀城市群和環(huán)渤海經(jīng)濟(jì)圈,南接以上海為龍頭的長(zhǎng)三角區(qū)域。濟(jì)南都市圈成為改革開(kāi)放重心、長(zhǎng)三角向環(huán)渤海經(jīng)濟(jì)圈北上、先進(jìn)生產(chǎn)力和產(chǎn)業(yè)轉(zhuǎn)移的樞紐城市圈。
          
          濟(jì)南市提出,把進(jìn)一步拓展城市發(fā)展空間作為“轉(zhuǎn)方式、調(diào)結(jié)構(gòu)”的突破口,把城市建設(shè)與經(jīng)濟(jì)社會(huì)發(fā)展有機(jī)統(tǒng)一起來(lái),強(qiáng)力推進(jìn)城市“擴(kuò)大”“長(zhǎng)高”。具體思路是:加快120平方公里西部新城、 210平方公里東部新區(qū)和120平方公里小清河兩岸三大新區(qū)的規(guī)劃建設(shè),著力做好新區(qū)“擴(kuò)大”的文章;以向空間要發(fā)展、要效益為主攻方向,大幅度提高建筑容積率,著力做好老城區(qū)“長(zhǎng)高”的文章。

          On January 8, Jinan Municipal Committee and the Jinan Municipal Government put forward some “Suggestions on Greatly Promoting the New-type Construction of Urbanization”. According to the Suggestions, Jinan will start 100 urban construction projects and 100 comprehensive improvement projects to encourage the city to become “taller”. Buildings that are lower than six stories will not be planned and approved, on principle. At the same time, the reconstruction of the buildings within the second Ring Road lower than six stories will be lunched in an all-round way.
          In the next few years, the inter-city rail transit will connect Jinan with the seven cities―Zibo, Tai’an, Laiwu, Dezhou, Liaocheng, Binzhou, Dongying and make them like one city. It will take only half an hour to reach these cities. The radial 1,183-kilometer inter-city rail transit that takes Jinan as the center and connects the neighboring cities will be formed.
          To the north, the inter-city rail transit of Jinan metropolitan circle connects the city group of Beijing, Tianjin, and Hebei, and the economic circle round the Bohai Sea; to the south, it is close to the Yangtze River Delta that takes Shanghai as the leading city.
