　 《城投公司總經(jīng)理述職述廉報告.doc》 城投公司總經(jīng)理述職述廉報告 2011 年 7 月 24 日進入**市城市建設(shè)投資有限公司擔任總經(jīng)理一職以來，主要負責總公司經(jīng)營工作及各子公司經(jīng)營管理工作。在市委、市政府及董事會的正確領(lǐng)導(dǎo)下，我結(jié)合公司實際情況，圍繞市政府下達的具體目標，不斷創(chuàng)新工作方法，強化落實，較好地完成下達的各項目標任務(wù)。

　（一）項目建設(shè)工作 全年，我們共完成項目建設(shè)投資 19.212 億元，承擔建設(shè)項目 10 個，代建項目 5 個。

　1、加快推進景區(qū)龍頭項目建設(shè)。該項目位于**市老城區(qū)以南,總占地面積約 65 公頃，仿古建筑面積約 30 萬元平方米，總投資 40 億元。目前已完成了景區(qū) 900 多畝規(guī)劃設(shè)計方案；完成對 14 家古建筑施工隊伍考察比選。計劃 12 月 30 日舉行開工儀式，春節(jié)后破土動工，2012 年 9 月份核心景區(qū)開園。

　2、加快推進百萬平米保障性住房建設(shè)工作。目前，市城投公司在手危舊片區(qū)改造工程主要有 4 個：一是完成閱湖花園一期 6 萬平方的保障性住房建設(shè)，建成房屋 308 套（其中 201套用于拆遷安置，107 套用于廉租房、公租房等）；完成 20萬平方閱湖花園二期主體建設(shè)，相關(guān)配套工程已進場施工，

　計劃明年 5 月份交付使用；完成三期 20 萬平方樁基工程，土建單位已經(jīng)進場，計劃春節(jié)前完成基礎(chǔ)工程。二是啟動總投資 9 億元，總建設(shè)面積 26 萬㎡隆城香堤保障房項目，目前勘測單位已進場；三是啟動總投資 7 億元、總建筑面積 26萬㎡的隆城盤谷保障性住房項目建 7 億元、總建筑面積 25萬㎡的隆城頤和保障性住房項目建設(shè)，目前已完成初步方案設(shè)計，正在辦理前期相關(guān)手續(xù)；五是完成隆城府邸一期項目主體工程建設(shè)，完成二期工程樁基施工。

　3、加快推進代建項目建設(shè)工作。目前商務(wù)寫字樓 1、2、3、5 號樓內(nèi)裝已進場，外墻保溫材料正在安裝，計劃明年 5 月份交付使用。勞動技校工程已基本完成，市委黨校、海關(guān)國檢綜合樓、未成年人實踐基地已交付使用。

　1、公司及子公司增資情況：一是市城投公司完成注冊資本增資至 22 億元，景城建材公司注冊資本增資至 8000 萬元；二是出資 3 億元與市國豐公司共同注冊成立江蘇西楚旅游文化發(fā)展有限公司。

　2、完成融資情況：一是國開行 4.8 億貸款已放款 3.4 億元,實際提款 3.22 億元;二是積極與市工行、中行、建行、江蘇銀行等聯(lián)系，年度爭取新增貸款 15350 萬元；三是已使用閱湖花園門面房及“天之水”會所用房抵押，向工行辦理貸款5000 萬元；四是包裝項里危舊片區(qū)及雄壯河灣改造項目，向國開行申請 5.8 億元貸款，目前可研報告已完成并報國開行

　審核，前期手續(xù)正在辦理。

　3、土地收儲情況：一是 9 月 16 日，公司完成了項里片區(qū) 163畝土地、雪峰公園南側(cè) 50 畝及幸福新城商業(yè)用地 51.9 畝三塊土地摘牌工作，收儲土地合計 264 畝；二是 11 月 15 日，公司通過公開競拍，取得項里景區(qū)等七宗地塊土地使用權(quán)，收儲面積 610 畝，全年完成土地收儲 874 畝。

　4、債券發(fā)行情況：債券發(fā)行工作按市領(lǐng)導(dǎo)要求進度順利開展，已基本完成各項準備工作。已完成 10 宗地塊的摘牌工作，3 億元公房資產(chǎn)產(chǎn)權(quán)已劃入我公司，公司凈資產(chǎn)已達 32億元，公司注冊資本已增至 22 億元。元旦前后可完成審計工作，近期可完成評級，所有資料確保春節(jié)前上報省發(fā)改委。

　一是公司架構(gòu)調(diào)整。根據(jù)項目建設(shè)需要，公司成立了項里片區(qū)項目部、幸福新城項目部、隆城府邸項目部、代建部，建立項目經(jīng)理制；成立了公司總工辦，專門負責工程技術(shù)，扎口管理項目設(shè)計、手續(xù)辦理、工程建設(shè)等。二是做大做強子公司。完成對景城建材增資至 8000 萬，進一步拓展了公司業(yè)務(wù)；完成了鼎城建設(shè)資質(zhì)二級資質(zhì)審辦，充實了公司人員，促進公司實體運作；加強了隆城置業(yè)公司業(yè)務(wù)量，提高了公司水平。三是與市國豐公司共同出資，成立了江蘇西楚旅游文化發(fā)展有限公司，拓寬了公司業(yè)務(wù)范圍。

　進一步梳理了管理流程，完善了管理制度。一是對公司制度進行梳理，查漏補缺，并對相關(guān)制度進行了完善，形成了以

　制度激勵人、管理人，以制度督促事、管理事。二是完成了對公司管理流程再造，對工程招投標、工程物資采購、合同簽訂、工程款支付、費用開支、重大事項審批、資金收付、人員招聘等，每個環(huán)節(jié)均納入監(jiān)管范圍和監(jiān)督內(nèi)容，實施全過程監(jiān)管，做到監(jiān)管工作全覆蓋，不留死角。三是建全財務(wù)制度、招投標制度。公司制定了嚴格的財務(wù)制度、招投標制度，加強了對子公司的監(jiān)督管理，加強了對固定資產(chǎn)、低值易耗品、廢舊物回收、利用的管理。

　（三）廉政建設(shè)方面：嚴格執(zhí)行黨風廉政建設(shè)責任制各項規(guī)定，遵守《國有企業(yè)領(lǐng)導(dǎo)人員廉潔從業(yè)若干規(guī)定》，切實把黨風廉政建設(shè)責任制有關(guān)規(guī)定落到實處。做到率先垂范，帶頭執(zhí)行黨風廉政建設(shè)責任制，加強了整個團隊廉潔自律的風氣。

　三、最不滿意的一項工作和急需提高的一項能力 最不滿意的一項工作是：公司建設(shè)項目多、時間緊、任務(wù)重，

　公司專業(yè)技術(shù)人員相對緊缺。

　急需提高的一個方面能力是：工程管理和工程技術(shù)的專業(yè)知識不強，下一步還將繼續(xù)加強專業(yè)知識學(xué)習。
