自古以來,濟(jì)南就是中國(guó)重要的交通要塞和商品集散地。因此,濟(jì)南本身不產(chǎn)茶,卻坐擁中國(guó)江北最大的茶葉市場(chǎng)。同時(shí),濟(jì)南也是中國(guó)非常重要的物流中心。臺(tái)灣著名企業(yè)大潤(rùn)發(fā)華北區(qū)老總錢巨鈞說:“做商業(yè),濟(jì)南具有得天獨(dú)厚的優(yōu)勢(shì)!币痪湓,濟(jì)南適合做商業(yè)。
2009年11月5日,歷下區(qū)相關(guān)部門發(fā)布信息,位于二環(huán)東路與和平路交口西北側(cè)的濟(jì)南第二汽車改裝廠地塊開發(fā)項(xiàng)目已獲得拆遷許可證,計(jì)劃年底動(dòng)遷。剛剛在省城開出第一家門店的樂購(gòu)有意在此打造省城旗艦店。一條二環(huán)東路上開出兩家門店,濟(jì)南的東部的熱度由此可見一斑。
再來看西部。經(jīng)七緯十二片區(qū)將成濟(jì)南新商業(yè)中心。目前已經(jīng)封頂?shù)氖∥h校西棚改項(xiàng)目即經(jīng)七緯十二東南片區(qū),該項(xiàng)目地處西部新城商業(yè)核心區(qū)及濟(jì)南西部交通樞紐核心區(qū)――經(jīng)七路和經(jīng)十路之間。隨著西客站的規(guī)劃建設(shè),這里的目標(biāo)定位是“經(jīng)七緯十二片區(qū)必將成為濟(jì)南新商業(yè)中心”,項(xiàng)目建設(shè)完成后將成為西部新城的標(biāo)志性建筑之一。
其次,經(jīng)十路和經(jīng)七路交界處的振興街三角地,新的銀座購(gòu)物中心和銀座佳悅大酒店預(yù)計(jì)在今年10月正式營(yíng)業(yè)。振興街三角地將引入真冰溜冰場(chǎng)、電影院、健身、餐飲等豐富的休閑娛樂業(yè)態(tài),力爭(zhēng)將項(xiàng)目建成濟(jì)南城市中軸線上的地標(biāo)性建筑,打造濟(jì)南最大的時(shí)尚購(gòu)物中心。
此外,隨著陽光新路的開通以及五里牌坊東側(cè)片區(qū)土地的熟化,這兩處地方的規(guī)劃也早已出臺(tái)。陽光新路商務(wù)區(qū)將緊密結(jié)合經(jīng)十路、經(jīng)七路、陽光新路沿線開發(fā)建設(shè),高起點(diǎn)規(guī)劃建設(shè)高檔商務(wù)樓和大型服務(wù)設(shè)施,盡快成為濟(jì)南市商務(wù)發(fā)展的新亮點(diǎn)。
其實(shí),歷史上,濟(jì)南已經(jīng)形成了一些獨(dú)具特色和實(shí)力的商圈。
對(duì)濟(jì)南商圈的見解有多個(gè)版本,但認(rèn)識(shí)的基本框架是相對(duì)統(tǒng)一的。隨著城市經(jīng)濟(jì)的發(fā)展,各商圈日漸成熟并呈現(xiàn)出不同的特點(diǎn)。濟(jì)南主要有七大商圈:泉城路商圈、洪樓商圈、英雄山商圈、天橋商圈、大觀園商圈、北園商圈、西市場(chǎng)商圈。
泉城路商圈是濟(jì)南的中心商圈。泉城路商家云集,名店眾多,有“十字金街”之稱,是一條集購(gòu)物、休閑、旅游、文化等功能于一身的步行商業(yè)街。目前,泉城路商圈作為濟(jì)南核心商圈的地位還無人撼動(dòng)。
花園路商圈作為近年來新崛起的商圈,發(fā)展速度較快,逐步成為東部核心商業(yè)圈。其交通便捷、四通八達(dá),商業(yè)氛圍濃厚,商業(yè)配套齊全。商圈內(nèi)小區(qū)規(guī)模較大,且多是中高檔樓盤,小區(qū)居民擁有較強(qiáng)的購(gòu)買力,提供了很大的消費(fèi)空間。目前花園路板塊商業(yè)業(yè)態(tài)已經(jīng)較為豐富,該商圈內(nèi)各層次文化知識(shí)水平較高。隨著濟(jì)南東部新城的大規(guī)模開發(fā),這個(gè)商圈將更具發(fā)展?jié)摿Α?
英雄山路商圈是一個(gè)新老結(jié)合的商圈。英雄山路商圈是一個(gè)新老結(jié)合正在崛起的商圈,商業(yè)中心逐漸從西部英雄山路向東轉(zhuǎn)移。西邊的商業(yè)屬于老的商業(yè)地帶,主要以藝術(shù)品文化為主,東部新興商業(yè)地帶多以體育文化商業(yè)類型為主。英雄山路商圈更像是接力棒式發(fā)展,商業(yè)中心東移毋庸置疑,魯商廣場(chǎng)的建成串連旅游商業(yè)泉城公園與省體育中心,未來英雄山路商圈中心將轉(zhuǎn)移至此。
天橋商圈是濟(jì)南市的大型綜合性專業(yè)化商圈,包括濼口服裝市場(chǎng)、金牛建材市場(chǎng)、山東石材新市場(chǎng)、山東信息通訊城等大型市場(chǎng),擁有深厚商業(yè)文化的濼口商圈交通便利,小清河北路、北外環(huán)路、濟(jì)濼路、無影山北路、順河高架路相互貫穿,四通八達(dá),火車站、長(zhǎng)途汽車站近在咫尺,早已形成了大交通的格局,濟(jì)濼路的改造更是大幅提升了濼口商圈的交通和形象,二宮改建后成為濟(jì)南重要的健身場(chǎng)所,是濟(jì)南西城區(qū)休閑娛樂中心。
經(jīng)四路商圈為濟(jì)南最早興起的商圈,目前以經(jīng)營(yíng)中檔消費(fèi)品為主,是濟(jì)南新老結(jié)合的大型綜合性商圈。老商業(yè)主要指大觀園,新商業(yè)地帶指經(jīng)四路沿線,成為集餐飲、娛樂、休閑、購(gòu)物于一體的綜合性中心。老商業(yè)中心是指大觀園,新商業(yè)中心集中在經(jīng)四路沿線,新老商業(yè)中心完美結(jié)合,再造當(dāng)?shù)胤睒s。
北園商圈涵蓋了北園大街沿線,并延伸到以濟(jì)濼路為軸線的商圈范圍,輻射整個(gè)濟(jì)南北部城區(qū),是濟(jì)南北部最大的商圈,以經(jīng)營(yíng)建材、家居、服裝、餐飲、娛樂為主的獨(dú)一無二的商圈。隨著北園大街的成功改造,北園商圈綜合性商圈氣息越來越重,相信不久的將來,北園商圈將會(huì)從規(guī)模、檔次上再登一個(gè)臺(tái)階。
西市場(chǎng)因地處濟(jì)南老商埠西段而得名。1904年濟(jì)南開埠后,西市場(chǎng)逐漸成為以小商品為主的濟(jì)南市西部商貿(mào)中心。西市場(chǎng)是目前濟(jì)南最大的小商品批發(fā)市場(chǎng),主要經(jīng)營(yíng)中低檔次產(chǎn)品,以批發(fā)為主,兼有零售。西市場(chǎng)商圈是濟(jì)南西部的商業(yè)中心,由于該區(qū)域接近城鄉(xiāng)結(jié)合部,所以小商品批發(fā)市場(chǎng)尤為火爆。
而在商業(yè)地產(chǎn)方面,隨著濟(jì)南萬達(dá)廣場(chǎng)、恒隆廣場(chǎng)等大品牌進(jìn)駐濟(jì)南市場(chǎng),濟(jì)南商業(yè)地產(chǎn)逐漸進(jìn)入群雄逐鹿的時(shí)代。隨著各個(gè)區(qū)域多個(gè)商業(yè)中心的興起,濟(jì)南商業(yè)的競(jìng)爭(zhēng)將會(huì)異常激烈。
2009年9月7日,福布斯中文版發(fā)布《2009中國(guó)大陸最佳商業(yè)城市排行》,共有 27個(gè)省、自治區(qū)、直轄市的100個(gè)城市入選,濟(jì)南以第14名的成績(jī)?nèi)氚。該榜單研究?duì)象為中國(guó)大陸652個(gè)城市,通過人才指數(shù)、城市規(guī)模指數(shù)、經(jīng)營(yíng)成本指數(shù)、消費(fèi)力指數(shù)、經(jīng)濟(jì)活力指數(shù)、創(chuàng)新指數(shù)、客運(yùn)指數(shù)及貨運(yùn)指數(shù)等8大項(xiàng)指標(biāo)對(duì)GDP超過340億元的約220個(gè)城市進(jìn)行基礎(chǔ)數(shù)據(jù)搜集和研究。與往年不同的是,在今年的指標(biāo)體系中,加入了創(chuàng)新指數(shù)、消費(fèi)力指數(shù)和城市規(guī)模指數(shù)等指標(biāo)。
早在2006年,濟(jì)南出臺(tái)的《濟(jì)南市貿(mào)易服務(wù)業(yè)第十一個(gè)五年發(fā)展規(guī)劃》對(duì)濟(jì)南商業(yè)“十一五”的描述是:構(gòu)筑與城市總體布局相適應(yīng)的多層次、多功能的現(xiàn)代商業(yè)設(shè)施布局體系,著力打造現(xiàn)代化大都市商業(yè)中心新形象,形成立足濟(jì)南、帶動(dòng)山東、輻射黃河中下游及環(huán)渤海地區(qū)、服務(wù)全國(guó)的大都市級(jí)商業(yè)中心。

Therefore, Jinan has become the largest tea market in north China though it doesn’t produce tea itself. At the same time, Jinan is also China’s vital logistics center. “Jinan enjoys exceptional advantages for doing business”, said the general manager of the North China District RT-Mart, a famous Taiwan enterprise. In a word, Jinan is “suitable” for doing business.
On November 5, 2009, the relevant departments in Lixia District announced that the land development item of the Second Jinan Automobile Refitting Factory located to the north-west of the crossroads of East Erhuan Road and Heping Road has got the licence for removal and would be relocated at the end of 2010. TESCO, having opened its first shop in the capital city only a short time ago, intends to build its flagship store here. The popularity of east Jinan can be clearly seen through the TESCO’s opening two stores on the East Erhuan Road.
In the west, the Jingqi Weishi’er Area is expected to become Jinan’s new commercial center. The shanty renovation project, the main part of which is currently nearing completion, to the west of the Communist Party School of Shandong Provincial Party Committee, i.e. the southeast area of Jingqi Weishi’er, is located between the Jingqi Road and Jingshi Road, in the core commercial zone of the new west city and the core zone of the west Jinan traffic hinge. With the construction of the West Station, this area is a target location, for the position of “the Jingqi Weishi’er Area will be surely established into Jinan’s new commercial center”. After completion, it will become one of the landmarks in the new western city.
In addition, the Zhenxing Street Triangle Area at the crossroad of the Jingshi Road and the Jingqi Road was once famous for its unfinished project, the Jinluan Building which stood for 15 years and was renovated in the the spring of 2009 after it changed hands. It is predicted that the Silver Plaza Shopping Mall and the Silver Plaza Jiayue Hotel will be formally opened in October, 2010. The Zhenxing Street Triangle Area will introduce plentiful types of operation for leisure and recreation including ice skating rinks, cinemas, fitness centers, and restaurants,so as to create the largest fashionable shopping center in Jinan by striving to build the project into a building of landmark significance on the central axis of Jinan city, thus comprehensively taking the lead in the urban development of a region and forging a new center for Jinan, the City of Springs.
With the opening of the Yangguang Xinlu and the maturity of the land in the east Wuli Paifang area, the plan for these two places has long been promulgated. The commercial zone of Yangguang Xinlu will be developed and built closely along the Jingshi Road, Qingqi Road and Yangguang Xinlu. Top-class commercial buildings and large service facilities are planned to be built to a high level and become a new bright spot for Jinan’s commercial development as soon as possible.
As early as 2006, the 11th Five Year Plan for Jinan’s Trade and Service Industry released by Jinan City defined the 11th Five Year Plan on Jinan’s commercial industry as: to build up a multilevel and multifunctional modern arrangement system of commercial facilities corresponding to the overall city arrangement; striving to build up a new image of the commercial centers in a modern metropolis and establishing a large city-level commercial center rooted in Jinan, motivating Shandong, radiating to the middle and lower reaches of Yellow River and the Bohai Economic Rim, and serving the whole nation.
