　　In Mar c h 2 0 0 8 , t h e Nat i o n a lDevelopment and Reform Committee(NDRC) began to evaluate the progressof the 11th Five-Year Plan for NationalEconomic and Social Development(2006-10), in an effort to push forward itsimplementation and prepare for the formulationof the next big blueprint. At theend of that year, the NDRC published 39major subjects under eight categories forthe formulation of the 12th Five-Year Plan(2011-15), and invited bids to carry outrelevant studies. Thousands of experts andresearchers focused on hundreds of topics,which finally yielded research reports ofmillions of words. Based on these reports,the NDRC set out to draft the basic linesof the 12th Five-Year Plan and reported tothe Central Committee of the CommunistParty of China (CPC) and the StateCouncil.
