As far as the understanding of Internet addiction is concerned, at present, most experts and institutions in China and Shandong have two different opinions. Some people are of the opinion that Internet addiction is a kind of mental disease, which must be treated by a professional medical institution. Others hold that Internet addiction is not a disease, but something that can be got rid of with the care of the whole society, concentrated training and comprehensive adjustment.
An investigation launched by the People"s Political Consultative Conference of Qingdao City revealed that the so-called "adolescent Internet addicts" can be categorized into three grades, among whom few can be genuinely classed as "pathological Internet addicts." Most Internet addicts belong to Grade I and Grade II, i.e. improper users or over-users of the Internet. Based on this understanding, an investigation comprised of the experts involved in education, medical care, social work, and law put forward the conclusion that Internet addiction cannot be simply defined as a kind of disease. According to the background, reason and degree of addiction in the specific case, actual analysis should be made to classify the Internet addiction and provide different treatment according to the classification.
